The Huddersfield star is facing a possible ban after being accused of biting by Lebanon skipper Robbie Farah.
England’s only other winger Ryan Hall is expected to be rested, although that could change depending on the hearing.
England’s top tackler Elliott Whitehead, Chris Heighington and Kallum Watkins also drop out.
Bennett, however, controversially made late changes to the 17-man squad he announced last week for the Lebanon game.
So, apart from the McGillvary situation, there is no guarantee that the controversial coach will stick with his latest plans.
